Verdict:
It's been a couple weeks now, and it seems like the large majority of runners do not want tickrate to be used (80% vs 20%). Of the people who don't want it used, 75% feel strongly to not use it whereas 0% feel strongly about wanting to use it (although, I'm sure we're missing some runners here). If anyone objects, I think we need to hear from them soon; there's been plenty of time.

Ideas on enforcement:
Anyway, I think that at this point for CM the most critical thing is to keep demos of your PB's. This was really important for phys_timescale, and I feel that it's just becoming too important to ignore now. My idea is that if someone questions your time, you need to be able to provide them a demo. If you cannot provide a demo of your run, then that particular run can be eliminated from the leaderboards. If a demo is provided, and it is found that you are cheating, I would probably expect a user ban from the leaderboards. In this way, anyone can question anyone else's time, and it is everyone's responsibility to keep the leaderboards clean. (These are just my own ideas though)
One issue right now (as far as I know) is that Nuclear's leaderboards only have Zypeh and Nuclear himself as the admins. This puts a lot of pressure on them; especially since they are not as active runners anymore (Jesus and I were talking about this the other day). My idea was stated above, but please discuss if there's any other ideas for enforcement.
